You knew it was coming. Point Four of the Party's Points of Discipline clearly

Jeasttry ot 1o always be. You see, we've got a million roups and organizations
all over the world that claim that they o this or that bu in reality, they are just
Sucking up valuable air from those who really need it to keep fighting the powers
that be, aka: fascism in the third degree.

Alpha Phi Alpha, Klu Klux Kian...wait a minuie! Those are all Black fraternity
{itles. What the Hell i the Klu Klux Klan doing in there? Il tell you why! The
Klan staried as an all white fratemity (@nd sull is) AND tumed into a white

We don't need 1o place tittles on these Black bourgeoisie (bush-wa-zec)
Fratemities 1o show how ignorant and stupid a group of people cun be. They
brand themselves with these insignias 10 show they belong 10 this ccriain
fratemal order. Hmmmmm, just like they done the ancestors when they first
came over. Asssbackwardness at its finest, if you ask me. Moving on..
Being that 1 stand for buman rights, le’s look ai the grassrools movemenis and
heir panicipants, and also the anti-death penalty movemen in Texas. A lot of
people do not know that | have had a hand in forming some ofthese groups. and |
Yas the founder of the Human Rights Coalition-Texas Chapier. | have set up
ebsites, and | have set up newsleniers, and | have stressed the need for those of
Jike minds 1o join together to fight in the common fight. However, the only
reason | broke out on my own was that | found out that most of these
organizations in Texas were, simply put, a FRAUD!
1 have seen these organizations hold event that raise thousands of dollars in the
name of condemned prisoners, and then neither provide any money o that
particular prisoner nor do anything in the way of activism for that prisoner. Sure.
they will get permission to walk up and down the local sureet and hold up signs
made with cardboard and magic marker, and maybe pu the prisoner s picture on
. Then they go home with the money in their pockets. After that, they ar¢ on 10
the next victim, the next fund raiser, picket line and execution. It becomes
locrative 1o protest the death penalry in Texas, but lile is really being done 10
siopit.
1 speak from experience! | have seen it first hand, over and over
a ood talk but their walk is not that hot. It really tums me off from most
organizations. Some | had faith in have let me down. But we must not lose faith
in the people as a whole. I is my love for them that gives me strength. We ALL
suffer from the denial of our basic rights. Continue to stand firm and stand
strong! DARE TO STRUGGLE AND DARE TO MAKE A DIFFERENCE!

I became a part of the movement for change i the mid 60s. At that time the
Black Liberalion Struggle, which was, and st s, an important partof the worid
struggle against imperialism, was a ts height. On the continent of Afrika, Black
‘masses were daily sacrificing their lives in this cause. Throughout Asia and South
America olher milions were making similar sacifces; and even i Europe, and
rom Canada (o the Panama Canal, countless more were ready, wiling and able
10 pay any price n tha lorious siniggle
“For my pant | never dreamed that 40 years later we would stil be fighting an
uphil batle or that | would even be aiive...since | thought like Che* when he said:
‘Wherever death surprises us let it be welcome: provided our battle cry reach
‘some receptive ear..."
“Too many of my comrades have either been killd or otherwise destroyed by the
weight of our oppression for me 1o be anything but more fully committed to the
ultimate destruction of imperiaiism. Now the State of Texas, already dripping with

FORYARD!
On August 31", the State of Texas murdered the Minister of Human
Rights of the New Afrikan Back Panther Farty-Prison Charter (NABPP-
PC), Hesan Shakur (AKA Derrick Frazier). They exccuted him, even
though he Fad an appeal filed in the Federal Appeals Court His lawyer
went all the way o the US Supreme Court 10 try 1o get a stay of
execution for his appeal 1o be heard. But you can't lock to this system for
mercy. and you can't look 10 it for justice!
Our comrade knew that. 1e'd already spent nine ycars on Death Row for
3 crime he did not commit. He'd seen brotka after brotha taken oul and
murdered by the State. He'd seen brothas driven lo madness and suicide
But Com-ade Hasan was not aiaid 1o cie. and he was not afraid 10 ive
tecavse he'd found sormething worth lving 2ad dying for RE/OI UTION!
Like tne rest of us, he was bom in this sunking sewer called capitalism,
where the Big Rats tell us, “This is the best of all possible worlds * In this rat
€al ral, Gawg eat dawg world, a poor Black kid with no father and a crack
addicled mother doesn' stand much of a chance. Afier his mom died from
an overdose, it was the mean streets and juvenile hall that raised him. It
was only a matter of time until he got in a jam where the cops could frame
him, and frame him they did!
AL19 he was sentenced o die. No material evidence linked him o the
crime, and the cops already had the confession of the youth who did it but
cynically they tricked him into a false confession, pretending it was the way
10 save himself from ceriain execution. It was a big fat !
Hasan found himself in prison awaiting execution. That is, he found
the man inside himself. It began with his conversion 0 Istam under the
tutelage of an Iman who was an original Black Panther. And he began
2 journey of both self-discovery and political education. Along the way
he met Maicolm X, and Mao Tse-tung, Che, Huey, Eldridge and
George Jackson. He found life in assisting those around him awaiting
death. He took up the fight for human rights for all prisoners. Under the
mentoring of another onginal Black Panther and BLA fighter, Russell
“Maroon” Shoats, a political prisoner in Pennsylvania, Hasan formed
the Texas chapter of the Human Righis Coaliion (HRC). an
organization inspired by Comrade Maroon to unite prisoners, their
families and community activists in struggle against the oppressive
conditions on the razor-wire plantations,
This brought him 1o the attention of Comrades Shaka S. Zuly and
Kevin “Rashid" Johnson, the Chairman and Minister of Defense of
NABPP-PC, and Hasan agreed to accept the position of Minister of
Human Rights. NABPP-PC is based upon the 10-Point Program of the
original Black Panther Party (BPP) founded by Chairman Bobby Seale
and Minister of Defense Huey P. Newlon in Oakland, CA, in 1966. Its
principle inspiration is the BPP Prison Chapter founded by Comrade
George Jackson
The New Afrikan Black Panther Party ~ Prison Chapler rejects racism in
all its forms and embraces class struggle and the sirategy of the United
Front Against Imperialism. We base ourselves on Panther Love and the
principle of from the masses (o the masses, because the Science of

To be enrolled in the New Afrikan Black Panther Party - Prison
Chapter (NABPP-PC), you must commit to memory and live by the
Party’s Rules of Discipline and the 10-Point Program. You must
uphold the Democratic Centralism of the Party. You must join and
help build the mass organizations the Party supports. At all times
and In all ways you must represent the Party’s ideological and
political line and conduct yourself as a true servant of the people
and strive 1o be the people’s pride.

1) What is a Panther?
A) A Fanther is anyone who has fel the yoke of capitalist colonialism ana
racist oppression. Il is someone who has been denied the political rights
of sell-delermiration and economic independence. A Panther is the
mother, son, caughter, father, and cousin of the oppressed Black people
Helshe has decided 10 stake their future on the principle of: "From the
Masses o the Masses.” Panthers are the servants of the people. They
love the people, believe in the people, and fight by the side of the pecple.
Tre Paniher is humble, but when the people are threatened and backed
into a comer. she/he will spring into action ntil the threat is elimirated
2)Why do you refer to your ideology zs Pantherism?
A) Pantherism is the ideology of revolutionary Black Nationahsm
Pantherism incorporates the fundamenal tenants of revolutionary
gocialism Socialism is the ule of the working class. When we say: "All
: land, oil, mines,
factories, transportation, warehouses, and 50 on as well as the
government and miltary. We are talking about confiscating the wealth of
the super-rich exploitrs, the bourgeaisie, thiough a revolutionary war of
liberation. This will require the organized power of the people. Pantheriam
teaches that Black liberation requires thal the working class 35 a whol
must embrace the idea that, "Another World is Possible,” and that they
must step forward to take history into their own hands. The working cass
in the U.S. must decide to throw its weight and power behind the
international campaign to smash imperiaism. Pantherism aiso demands
that we oppose both narrow (Black bourgeois) nationalism and
feactionary (American) patriotism with revolutionary Black Nationalism
and proletarian (working class) intemationalism. Each people have the
191 10 self-determination. so we say. “Black Power to the Black People!”.
and “Indian Power 1o the Indian Peopler” “Arab Power (o the Arab
People!,” and so on. but also we support the unity of all oppressed
people.
3) Why i there a need for the New Afrikan Black Panther Party - Prison
Chapter?
A) We believe that the Black Panther Party (1966 10 1971) suffered an
uniimely demise before it could mobilize the weight of working class Black
People lo advance the Black liberation struggle fo victory. Thereby, # left
3 legacy to be picked up and carried on from one generation to the next
Mo ather party or organization has inspired and mobilized Black people
like the old BPP did. The Party's demise was caused by internal
weaknesses, egoism and factionalism, combined with an intense
campaign of government infiltation, assassination and false
imprisonment called COINTELPRO in which more than 2,000 Party
members were arrested and many were killed. The late Khalid
IMuhammad created the New Black Panther Party in 1990 as a spli from
the Nation of Islam (NOI). and we consider these 10 be our brothers and
sisters. but we have fundamental ideological and politcal differences with -
them. We believe in class struggle not racial separatism. Our motivation is
love for our Black people. not hatred of anyone, and we believe that all
oppressed people must unite against our common oppressor, the.
imperialist capitalst system,
Though our New Afrikan Black Panther Party-Prison Chapter was
founded i the prisons (in 2004), we do not confine our organizing to
hem. We see the NABPP-PC 2s the embryo of a new vanguard party
following i the footsteps of the original BPP. The Party made errors, and
we intend to lean from and not repeat them, and these are different times
‘which require fresh analysis and creativity. In many respects all of
America is ik a prison these days, at least for Black and other
oppressed people. According to U S. Justice Department statistics, “In
2003, 6.9 millon people were on probation, injailor prison, o on parole
3t year end 2003 - 3.2% of all U.S. adult residents or 1 in every 32
adults.” More than 2 million people, nearly half of the imprisoned people
in the world, are incarcerated in the U.S. That s three and a hal times as
many 2 in 1870. The Patriot Act and the creation of the Office of
Homeland Security go way beyond the FBI's COINTELPRO campaign in
violating people’s rights.
I wantto clarify that when we refer to the BPP existing from 1966 10 1971
" we are referring to its revolutionary period. It imped along until 1981,
increasingly sinking into reformism and gangster-iike rheloric and activity
before its final demise.
4.) How does Pantherism deal with other oppressed nations and people?
A) As comrades! We are willing 1o work with all genuinely anti-imperialist
and anti-racist people and organizations. We stand for the absolute right
of all oppressed people o determine their own poliical destiny. to decide
how 10 use their own econmic resources and organize their own political
economy o meet the needs v, thir people. Historically, Black people in
America’t ctrongest ally has been the American Indians, the indigenous.
people of furtie Island. They have stood with us for four centuries in
resisting colonialism, and we have lived among them as runaway slaves
and fellow guerilla fighters in many campaigns Osceola. the Seminole
war chief,led Indian and Black people in milftary actions that repeatedly
Gef- ated the slave masters and the U S. Army of occupation, and there
are many other examples.
The BPP cultivated alliances with many other revolutionary formations
representing diverse ethnic groups such as the Young Lords Parly/Puerio
Rican Revolutior.ary Workers Organization and FMLN, the Brown Berets
nd La Raza Unida Party (Chicano), | Wor Khun (Chinese Americans).
Ang Katipunan (Filipino Americans), the Young Patriot Party (Appalachin
whiles), and the White Panther Party, the John Brown Liberaion League.
SDS, Weathermen and so forth. In 1970, some 10,000 to 15.000 people,
representing many parties, groups and collectives from across the U S
nd intemationally, answered the BPPs call 0 attend a Revolutionary
People’s Constitutioral Convention in Philadelphia. Due (o the already
developing interr:al schism within the BPP, this momentous development
was not followed up on. Resurrecting the Party wil help to rekindle these
important links.
5) Why rame the NABPP-PC newsletier F
A)In honor and remembrance of the Black Liberation Army (BLA). When
the split occurred in the BPP in 1971, the comrades of the South Eastern
Beltway, who argued for an effective guerrila counter-offensive against
police/F Bl assassinations, were expelled from the Parly and forced
underground to continue the struggle while the Party HQ in Oakland, CA
became openly reformist and abandoned the cause of revolution
altogether. Heavily infilzated, the BLA faction was quickly smashed.
Support committees for the imprisoned POWs and the families of those
who were killed, like Twyman Meyers, Big Frank, Zayd Shakur and many
others, rallied around the newspaper Right On! While we recognize that
the comrades of the BLA fell (and were pushed) into a trap leading to their
destruction. we honor their spirit and saciifice. We, however, have no
intention of falling into this trap ourselves.
6.) What are the issues the NABPP-PC will be addressing?
A) Our Ten Point Program and Platform specifically addresses the most
important needs of Black people. We demand power to determine our -
‘own destiny, decent housing, health care, education, jobs, and an end to
police abuse and murder of all Black people regardless of their social o
economic class. We demand the freedom of ail political prisoners and
POWs. We demand reparations and a fair shot at impartality within the
criminal justice system and a UN plebiscite to be held within the Black
olony. Our 10-point Program will serve to stimulate the initative and
creativity of oppressed Black people and unleash a power that will
convince the capitalist oppressor that we will not continue to be his
permanent slaves. Each step we take in organizing and mobilizing the
people will be creating tase areas of poltical, cultural, social and
economic power.
7) What about prisan issues?
A First of all, we want to amend the 13th Amendment, that perpetuates
the status of “slave" for prisoners, and we wan to extend voting rights to
include prisoners and, in the 10 former slave states, thse who have been
convicted of felonies. We believe that capital purishment, the sentence of
e without the pessibility of parole, and indefinte confinement in SHU

We believe prisoners are entitied to fair and humane lieatment, to
religious freedom, 1o maintain contact with their farmilies, to continue their
education and receive job training. drug and alcohol rehabiltation, to join
political parties and organizations. 1o form and join labor unions and in
ceneral to lead productive lives as citizens while they are incarcerated

There are many people who have been railfoaded into prison by the
police and courts whose cases should be reviewed and who should be
released with compensation.
Capitalism is a criminal system, and it promotes criminality and a cnminal
mentality, and revolution is the solution. Only the masses of oppressed
people themselves can effectively deal with the problem of crime, and we.
must do 50 as part of the class struggle. Our goal must be to iansform
the prisons into "schools of liberation” and win prisoners to a revolutionary
outiook and to become servants of the people.
8) So, basically you do advocate certain reforms and legal forms of
struggle?
A) Yes, at this time, there is not a revolutionary situation in the U.S., and
our Parly is a completely legal and above-ground one. We don't advocate
comrades doing anything illegal. We don't advocate terrorism, riots, of
individualistic acts of violence, and we view these as counter-productive
10 the basic tasks of doing revolutionary work in a non-revolutionary
situation, This doesnt mean that we are accommodaling o the system of
that the fundamental changes that are necessary can be achieved
through reforms or that imperialism can be voted away. Real revolution,
the transfer of power from one class to another, can only be achieved by
the masses, who are the makers of history. The job of the vanguard party
s 10 make them conscious and lead them in creating people’s power from
the gressroots up.
We recognize that the super-rich cless will not concede its dictatorship
over society peacefully, and that revolutionary war will be necessary.
There isn't any fix thal can buy us off and prevent our cairying the cless
struggle all the way to victory. But we cannol confuse one stage of the
struggle for another, and there are no short cuts. As the Chinese sage of
“The Art of War," Sun Tzu, pointed out, batties and wars are won of lost
before they are fought. We must know our enemy and know ourselves 1o
achieve victory. These imperialists are not going 1o change their nature
They are driven by one thing, and thal is to maximize their rate of profit on
investments regardless of the human ccst and the destruction being done
1o the sustainabilty of e on this planet. Ultimately, the people have no
choice but 1o end their rule and create an alterrative poliical-economy to
provide for their survival needs and bring the epoch of exploitation (o @
close.
Raising the people’s consciousness 10 this situation, and organizationally
creating the means for them 1o bring their power (o bear, is necessary to
ay the basis for revolutionary change. People still have illusions about
“gemocracy” and who really rules, and they feel powerless and are
disunited. So we ave 1o proceed one step 3t 3 lime, keeping the end
goalin sight, and be pregared for a protracted struggle. We have 1o use
struggle 1o create more favorable conditions for struggle, and grow in our
understanding and capabilties.
9.) What do you have to say lo prison officials who might tend to view the
NABPP-PC as a "securly threal gioup?”
A) Wel, we are not an STG as defined by law. We don't threaten the
security of the correctional institutions or promote racial violence or
anything like that. We are not a gang, and we present an alternative to
gangsterism. The situation in the prisons, the violence, racism and
‘gangsterism was created by them and their policies, 50 they should look
in a mirror if they want 10 see an STG. We are promoling a solution to all
that Political prisoners are model prisoners who inspire others 1o give up,
their criminal mentalty and behavior and live lives of service (o the
pecple. They cal these bastions of oppression “correctional institution
wellthat's what we want them t0 be. Pantherism is a positve ideology
and force that inspires people 1o be self-disciplined and 1o use their ime .

10, Are you optimistic about the future?
A) Yes, Panthers are revolutionary optimists! We believe that the future

demacratic centralism is all about. It is excecdingly important that .

Democratic centralism combines aspects of inner-party democracy with a
centralized command structure in’ conformity with the objective and
subjective conditions the Party must face, balancing the objective nceds
of the acual conerete conditions and the need for a unified and
coordinated Party with the subjective need of the indiv idual members 1
participate fully in the decision-making process and have their opinione
respected. We recognize the need and primacy of having centralived
authority: 10 steer the Party and hold the members to hinding discipline
on penalty of punishment or expulsion. - But we also recognie the need
for drawing on the collective wisdom of the whole Pamy and the
importance of inner-party discussion and struggle 1o um up pracrice and

As the Party expands, so will its organizational structure, but the
principles of democratic centralism will remain the same. Lower bodies

1 the majority. The “Basic Unit” of the Party will be the “Collective™ or
ol cell conipused of comrades living andlor working together. Chapiers
will be composed of various collectives and be headed by a “Captain.’
The basic uiding principle is 10 keep it simple and practical and 1o afford
the comrades engaged in panticular work the preatest latitude to be creative
1n the application of the Party’s line and directives. All work and meetings
~hould be summed up and reports made 1o the next highest body on up to
the CC. Comrades have the right 10 appeal up to the CC if they believe they

S o the successtul tacties used in the FBI's COINTELPRO program of
fisupivn of the old Black Panther Pary was its use of “Brown Mail”
Jivate comespondence purported 1o be from leading or rank and file Party
temlats or supporters authored by FBI spents imitating the handwriting of
e pesple and mailed from the appropriate city. In particular, the feds set
Wl e erine @ wedge between o of the Party's leading members, the
“insier of Defense. Huey P. Newton. and the Minister of Information.

Instead of wming this mail over 10 the Party’s Chairmian, Bubby Scal. fur
intemal investigation of apparent attempts at factionalization, and 1.
check out the allegations they contained, these leaders kept the “Browi
Mail” secret, beliving the lies contained, and began conspiring against
one another. The Parry was eventually split apart as each caried their line
differences 1o extremes instead of struggling for reconciliation through
inner-party democracy.
Other members were summarily expelled and declared “Enemies of the
People,” based upon “Brown Mail” they knew nothing about. ax
“Commandism™ replaced ~democratic centralism. ~ Alliances werc
sabotaged, and masses of Party members and supporters quit in confiusion
and disgust at the bitier infighting and paranoia generatcd.
‘We must not underestimate the skill, (born from long expericnce). that the
political police have acquired at sowing disruption and division. Nor
* should we ignore the summed up experience of the people’s revolutionary
forces at combating this by developing protocols designed o combat it
such as democratic centralism.
Another imporant protocol is to refuse 1o talk 10 the police or FBI byond
stating your name and address (o prison number). Fools who ignore this rule
are often suckered in and tumed 1© become informers or agent pros ocatcurs.
Some brag and show off 10 people (particularly of the opposite sex) about
things that should not be talked about, when they don't even really know who
they are taking 1, or iftheir phone is tapped, or whatever.
Another thing we must avoid is falling into the trap of “Legalism.” and
believing that just because our actions are legal that the enemy won't breah
the law 10 set us up on bogus charges, violate our rights, or commit illcgal
acts, including murder, 10 silence us. This IS a fascist dicttorship! The
window dressing of “Legality” and “Democracy” cannot be taken for reality

Bush. pet screwed cvery day. This class dictatorship is a criminal enterprise
through and through. and that is why we need to make a revolution.
